This letter, or a circle, was used by Medieval scribes to denote triple meter. This symbol came into use through the idea that the circle was the most perfect of all figures, and the number three was the most perfect of all numbers. The Imperfect, or common time, was indicated by a broken circle, looking very much like the letter "C".
